The fonds consists of records created and collected by Rosemary Billings in her capacity as an executive member of the Ad Hoc Committee of the Canadian Women on the Constitution and the National Action Committee on the Status of Women (NAC) and relate to the creation of the Canadian Charter of Rights and Freedoms and the guarantee for women's rights under Section 28. The records illustrate the work that Billings and her colleagues did to lobby the government to ensure that section 28 was not removed.

The fonds contains records related to her political engagement against APEC (Asian-Pacific Economic Cooperation), her commitment to the UNIFEM's International Campaign in 1993, the "Women Building Peace: From Village Council to the Negotiating Table" campaign in 1999, and her participation in the Voice of Women's Conference "Moving Forward: Women, Peace and Human Rights" held in 1992. It also contains her collection of articles, pamphlets and newspaper clippings on women's issues, mostly about legal actions and events in Canada, and violence against women.

The records include correspondence, membership and funding records as well as reports, conference material and newsletters. There are also photographs showing women working in trades.

The fonds consists of records related to Ontario Association of Interval and Transition Houses (OAITH), and specifically to the Regional Coordinating Committee to end Violence Against Women. It includes records related to communication between Ottawa Interval House and Ottawa Police, and also communication between (OAITH) and the Ontario Police Commission. This fonds highlights the efforts made to advocate change in the legal process to end violence against women as well as police intervention regarding domestic violence in the 1980s.
