Fonds 10-085 - Ontario Women's Action Coalition (OWAC) fonds

The Ontario Women's Action Coalition / Coalition des femmes de l'Ontario (OWAC) was founded in 1990 as an attempt to support provincial organizing and mobilization of women in Ontario. Operating alongside the National Action Committee on the Status of Women (NAC), OWAC sought to provide women's groups and women's committees in Ontario with a forum for communication, outreach, and policy development. The coalition faced many challenges, most of which were related to a lack of funding. Their establishment corresponded with a period of austerity and the end of numerous funding programs coordinated by Status of Women Canada. As their archival records demonstrate, OWAC members were primarily concerned with health care, welfare and other social programs, employment equity, violence against women, constitutional reform, and community economic development initiatives. Significantly, OWAC sought to address the equality of women in general rather than focus on a single issue. In the short time that OWAC existed, their most ambitious project was a consultation which focused on providing women across Ontario with a forum for influencing amendments to the Canadian constitution, a topic of debate at the time due to the attempted Meech Lake Accord (1987) and Charlottetown Accord (1992).

La Coalition des femmes de l'Ontario / Ontario Women's Action Coalition (OWAC) a été fondée en 1990 dans le but de soutenir l'organisation et la mobilisation des femmes de l'Ontario à l'échelle provinciale. Fonctionnant parallèlement au Comité national d'action sur le statut de la femme (CNA), l'OWAC a cherché à fournir aux groupes de femmes et aux comités de femmes de l'Ontario un forum pour la communication, la sensibilisation et l'élaboration de politiques. La coalition a dû faire face à de nombreux défis, dont la plupart étaient liés à un manque de financement. Sa création a correspondu à une période d'austérité et à la fin de nombreux programmes de financement coordonnés par Condition féminine Canada. Comme le montrent les archives, les membres de l'OWAC étaient principalement préoccupés par les soins de santé, l'aide sociale et d'autres programmes sociaux, l'équité en matière d'emploi, la violence contre les femmes, la réforme constitutionnelle et les initiatives de développement économique communautaire. Il est significatif que l'AFAC ait cherché à traiter de l'égalité des femmes en général plutôt que de se concentrer sur une seule question. Pendant la courte période d'existence de l'AFAC, son projet le plus ambitieux a été une consultation visant à fournir aux femmes de l'Ontario un forum pour influencer les amendements à la constitution canadienne, un sujet de débat à l'époque en raison des tentatives d'Accord du lac Meech (1987) et de l'Accord de Charlottetown (1992).
